I am not sure exactly what you are asking for, Tinius Olsen can provide tensile testing equipment for measuring the tenacity of yarns in accordance with BS EN ISO 2062; 1995 and I will be happy to help you further with the area of yarn testing. If you want to carry out Continuous yarn testing from a package you would need to contact Uster, Textest or Brustio who make this type of equipment. Your loom manufacturer should be able to give you an indication of the maximum tension applied to a yarn during the weft insertion process and if there is any device they recommend for monitoring this tension.
