Answer

I am assuming the polyurethane film is going into a coated fabric. Normally for water proofness you would use a Hydrostatic Head Tester (BS 3424 series of test method for coated fabrics). For Water Vapour Permeability you are testing for the breathability of the fabric (BS3424). Equipment for testing both these properties is available from SDL Atlas.
